To be eligible for membership on a county election board\n\nor to serve as a precinct official, one must be a registered voter\n\nof the county in which he or she will serve and demonstrate\n\ncompetence to perform his or her duties.\n\n2. Persons thus qualified and appointed shall be trained in\n\ntheir duties in a manner prescribed by the Secretary of the State\n\nElection Board.\n\nB. Notwithstanding the provisions of Section 481 of Title 21 of\n\nthe Oklahoma Statutes or any other provision of law, a secretary of\n\na county election board may temporarily appoint as a precinct\n\nofficial, counter or absentee voting board member, an otherwise\n\nqualified person who is related to the secretary within the second\n\nor third degree by consanguinity or affinity.
