In a declared election emergency when the ballots are\n\ncounted manually, the counting of ballots shall be conducted in\n\naccordance with the requirements of Sections 7-127 and 22-105 of\n\nthis title and the procedure prescribed by the Secretary of the\n\nState Election Board so as to ensure accuracy and promptness in\n\ndetermining the result. Provided, however, that the following\n\nprovisions shall be incorporated into the prescribed procedure:\n\n1. In elections for which counters have been authorized, two\n\ncounters, of different political parties if possible, shall call\n\nfrom the ballots the names of the candidates voted for, while two\n\nother counters, also of different political parties if possible,\n\nshall record the votes upon the official tally sheets. Only pencils\n\nmay be used in recording the vote;\n\n2. If only two counters are authorized for an election, they\n\nshall be of different political parties, if possible. Both counters\n\nshall examine the ballots at the same time, while calling out the\n\nvote and recording the vote upon the tally sheets in the manner\n\nprescribed by the Secretary of the State Election Board; and\n\n3. If no counters are authorized for an election, the judge and\n\nclerk shall count the ballots cast in the precinct, and the county\n\nelection board chair and vice-chair shall count the absentee\n\nballots.\n\nB. In a declared election emergency when ballots are to be\n\ncounted with voting devices, the counting of ballots shall be\n\nconducted in accordance with the requirements of Sections 7-127 and\n\n22-105 of this title and the procedures prescribed by the Secretary\n\nof the State Election Board so as to ensure the accuracy and\n\npromptness in determining the result.\n\nC.
