In a declared election emergency when the ballots are to be\n\ncounted manually, at the conclusion of the official count, the\n\ncounters shall execute certificates of vote wherein the counters\n\nattest to the correctness of the totals. The inspector shall cause\n\none copy of each certificate to be posted on the door or entrance of\n\nthe polling place and shall cause one copy of each certificate to be\n\ntransmitted forthwith to the Secretary of the State Election Board.\n\nThe secretary of the county election board shall cause one copy of\n\neach absentee certificate of vote to be posted on the door of the\n\ncounty election board office.\n\nB.
