When any county, municipality, school district or other\n\ngovernmental entity authorizes an election to be conducted by the\n\ncounty election board, the secretary of the county election board\n\nshall, not less than thirty-five (35) days prior to the election,\n\nsubmit to the governmental entity for whom the election is\n\nauthorized:\n\n1. An itemized estimate of the number of precinct officials and\n\nabsentee voting board members necessary for the election; and\n\n2. An estimate of the compensation and employer's share of any\n\nbenefits to be provided to each precinct official and absentee\n\nvoting board member.\n\nB. Not less than fifteen (15) days prior to the election, the\n\ncounty, municipality, school district or other governmental entity\n\nauthorizing the election shall submit to the secretary of the county\n\nelection board an amount of funds equal to the estimate of\n\ncompensation and benefits for precinct officials and absentee voting\n\nboard members as provided in subsection A of this section. If such\n\namount is not submitted ten (10) days prior to the election, the\n\nsecretary of the county election board shall not be required to hold\n\nthe election. Upon receipt of the funds, the secretary of the\n\ncounty election board shall deposit the funds in the County Election\n\nBoard Special Depository Account.\n\nC. The secretary of the county election board shall issue\n\nvouchers for the compensation and benefits of precinct officials and\n\nabsentee voting board members from the County Election Board Special\n\nDepository Account, pursuant to Section 681 et seq. of Title 19 of\n\nthe Oklahoma Statutes. The secretary of the county election board\n\nshall provide the vouchers to the precinct inspector, except the\n\nvoucher for the inspector and absentee voting board members, at the\n\ntime the inspector receives supplies and ballots for the election.\n\nThe vouchers shall be distributed to the appropriate precinct\n\nofficials upon closing of the polls on the day of the election and\n\nto absentee voting board members upon completion of their prescribed\n\nduties, according to procedures to be prescribed by the Secretary of\n\nthe State Election Board. Each precinct official shall sign a form\n\nprescribed by the Secretary of the State Election Board\n\nacknowledging receipt of compensation and benefits. The inspector\n\nshall return the form, together with any unclaimed vouchers, to the\n\ncounty election board, together with the results of the election and\n\nother supplies and materials. At such time, the secretary of the\n\ncounty election board shall provide a voucher for payment to the\n\ninspector. The secretary of the county election board shall return\n\nany unclaimed vouchers to the county treasurer within seven (7) days\n\nafter the election. If any additional vouchers for compensation and\n\nbenefits are required, the secretary of the county election board\n\nshall issue such vouchers not less than seven (7) days after the\n\nelection. In no event shall compensation be made until after\n\nservices have been rendered.\n\nD. As soon as practicable after conducting an election for a\n\nmunicipality, school district, or other governmental entity, except\n\nthe state or county, the secretary of the county election board\n\nshall submit a claim to the governing body of the entity for whom\n\nthe election was conducted. The claim shall itemize all expenses\n\nassociated with the election, and shall deduct any amount paid by\n\nthe municipality, school district or other governmental entity for\n\nthe compensation and employer's share of any benefits provided to\n\nprecinct officials and absentee voting board members pursuant to the\n\nprovisions of subsection B of this section. Upon receipt of such\n\nitemized claim, the governing body shall make payment to the county\n\nelection board within thirty (30) days. Upon receipt of the\n\npayment, the secretary of the county election board shall deposit\nthe compensation and employer's share of any benefits provided to\n\nprecinct officials and absentee voting board members pursuant to the\n\nprovisions of subsection B of this section. Upon receipt of such\n\nitemized claim, the governing body shall make payment to the county\n\nelection board within thirty (30) days. Upon receipt of the\n\npayment, the secretary of the county election board shall deposit\n\nthe payment in the County Election Board Special Depository Account.\n\nThe secretary shall disburse payments for the expenses incurred in\n\nthe election, pursuant to Section 681 et seq. of Title 19 of the\n\nOklahoma Statutes.\n\nE. The State Election Board shall provide the compensation and\n\nemployer's share of benefits for precinct officials and absentee\n\nvoting board members in the payment made to the respective counties\n\nfor elections for which the precinct officials and absentee voting\n\nboard members are paid by the State Election Board, in the same\n\nmanner as provided in subsections A and B of this section. For the\n\nforegoing elections, the county shall place in the County Election\n\nBoard Special Depository Account an amount of funds equal to the\n\ncounty election board's share for each precinct official at each\n\nelection in the same manner as provided in subsections A and B of\n\nthis section.
