Except for persons described in subsection B of this\n\nsection, any person who will become a qualified elector during the\n\nsixty (60) days before the next ensuing election at which he or she\n\ncould vote shall be entitled to become a registered voter of the\n\nprecinct of his or her residence not more than sixty (60) and not\n\nless than twenty-four (24) days prior to the date of such election.\n\nB.
