Stat. tit. 26, § 26-4-109.4","heading":"Electronic submission of voter registration","body":"application.\n\nA. A person may submit a voter registration application\n\nelectronically as provided in this section if such person:\n\n1. Has a current and valid Oklahoma driver license or\n\nidentification card issued by Service Oklahoma pursuant to the\n\nprovisions of Section 6-101 et seq. of Title 47 of the Oklahoma\n\nStatutes;\n\n2. Is registering to vote at the address shown on the driver\n\nlicense or identification card; and\n\n3. Is a qualified elector and entitled to become a registered\n\nvoter as provided by law.\n\nB. The Secretary of the State Election Board, subject to\n\navailable funding, shall establish a secure website to permit\n\npersons described in subsection A of this section to submit voter\n\nregistration applications electronically. The website must permit\n\nsuch persons to submit an application to register to vote or to\n\nupdate an existing registration. The Secretary may employ security\n\nmeasures he or she deems necessary to ensure the accuracy and\n\nintegrity of voter registration applications submitted\n\nelectronically and may establish an initial date on which voter\n\nregistration applications may be submitted electronically after\n\nestablishment of the website.\n\nC. 1. The applicant must attest to the truth of the\n\ninformation provided on the application by affirmatively accepting\n\nthe information as true and correct. Any person who submits false\n\ninformation on an electronic voter registration application shall be\n\ndeemed guilty of a felony as described in Sections 16-103 and 16-\n\n103.1 of this title.\n\n2. The applicant must consent to the comparison of the\n\ninformation entered into an electronic voter registration\n\napplication to the information contained in his or her driver\n\nlicense or identification card record and also to the use of the\n\nsignature included in the driver license or identification card\n\nrecord for voter registration purposes.\n\n3. A voter registration application properly submitted\n\nelectronically shall be processed by the State Election Board and\n\nthe appropriate county election board in the same manner as a voter\n\nregistration application submitted on a paper form.\n\nD. 1. When an applicant submits a voter registration\n\napplication electronically, the Secretary shall generate an\n\nelectronic confirmation on the website that the application has been\n\nreceived, with instructions as to how the applicant may check the\n\nstatus of the application thereafter.\n\n2. a. The Secretary shall submit the information entered\n\ninto the electronic voter registration application by\n\nthe applicant to Service Oklahoma for comparison to\n\nthe record of the applicant's driver license or\n\nidentification card.\n\nb. Service Oklahoma shall respond to the submission and\n\nshall indicate if the information submitted matches\n\nthe information in the applicant's driver license\n\nrecord.\n\nc. If the information matches, the electronic voter\n\nregistration application may proceed and Service\n\nOklahoma shall provide the State Election Board with\n\nthe digital image of the signature included in the\n\napplicant's driver license or identification card\n\nrecord. If the information does not match, the\n\napplication shall not proceed, and the applicant shall\n\nbe notified of the failed match and may be provided\n\ninformation and instruction for updating the driver\n\nlicense or identification card record with Service\n\nOklahoma.\n\n3. a. Following a match of records by Service Oklahoma\n\ndescribed in subparagraph b of paragraph 2 of this\n\nsubsection, and if the Secretary finds that the\n\nelectronic voter registration application is in\n\ncompliance with this section and all applicable laws\n\nrelating to voter registration, the digital image of\n\nthe signature from the applicant's driver license or\n\nidentification card record shall be included on the\n\napplication and the application shall be submitted and\n\nprocessed as provided by law. Provided, the Secretary\n\nof the State Election Board is authorized to designate\napplication is in\n\ncompliance with this section and all applicable laws\n\nrelating to voter registration, the digital image of\n\nthe signature from the applicant's driver license or\n\nidentification card record shall be included on the\n\napplication and the application shall be submitted and\n\nprocessed as provided by law. Provided, the Secretary\n\nof the State Election Board is authorized to designate\n\nan alternative method of obtaining the signature of\n\nthe applicant, if necessary.\n\nb. If the Secretary does not find that the electronic\n\nvoter registration application is in compliance with\n\nthis section and all applicable laws relating to voter\n\nregistration, the applicant shall be notified that the\n\nelectronic voter registration application cannot be\n\nsubmitted and the reasons it cannot be submitted, and\n\nshall provide information about other methods to\n\nsubmit a voter registration application.\n\nE. The provisions of Section 24A.5 of Title 51 of the Oklahoma\n\nStatutes relating to confidentiality of personal information within\n\ndriver records as defined by the Driver's Privacy Protection Act, 18\n\nUnited States Code, Sections 2721 through 2725, shall be applicable\n\nto information obtained by the State Election Board from Service\n\nOklahoma during the information matching procedure described in this\n\nsection. Provided, however, this subsection shall not apply to\n\ninformation entered into the electronic voter registration\n\napplication by the voter registration applicant nor to the digital\n\nimage of the applicant's signature provided to the Secretary of the\n\nState Election Board by Service Oklahoma, upon the consent of the\n\napplicant, for use on the electronic voter registration application\n\nas provided in this section.\n\nF. The Secretary of the State Election Board may establish a\n\nsystem whereby a registered voter may electronically submit a change\n\nto his or her voter registration information, including a change of\n\nname, political party affiliation or address of residence within the\n\ncounty in which the voter is currently registered to vote. An\n\nelectronically submitted change in voter registration information\n\nshall include:\n\n1. Such information as the Secretary of the State Election\n\nBoard deems necessary to confirm the identity of the voter; and\n\n2. An oath that the voter is eligible to register to vote in\n\nOklahoma.\n\nUpon receipt of a valid electronically submitted change in voter\n\nregistration, the secretary of the appropriate county election board\n\nshall update the voter's registration information in the voter\n\nregistration database and shall file a notation of such changes with\n\nthe voter's original voter registration application.\n\nG.
