The Secretary of the State Election Board shall devise a\n\nvoter identification card which shall be issued to every person who\n\nbecomes a registered voter in Oklahoma. The voter identification\n\ncard shall contain such information as is necessary to determine a\n\nregistered voter’s eligibility.\n\nB. When a person registers to vote or changes his or her\n\nregistration in any manner to require a new voter identification\n\ncard, or upon the eighteenth birthday of a person who has submitted\n\na voter registration application pursuant to the provisions of\n\nsubsection B of Section 4-103 of this title, the county election\n\nboard secretary in the county of the voter’s residence shall\n\ntransmit the new voter identification card as acknowledgment of the\n\ntransaction which may be the notice required in Section 4-103.1 of\n\nthis title. New voter identification cards provided for in this\n\nsubsection shall be mailed to the physical address of the voter if\n\nsuch address is valid to receive mail delivery; provided, however,\n\nthe voter identification card shall be transmitted to the mailing\n\naddress provided by the voter on his or her voter registration\n\napplication if the mailing type or physical address meets one of the\n\nfollowing exceptions:\n\n1. The voter’s physical address of residence is not a valid\n\naddress to receive mail delivery. A valid address is one that\n\nfollows the correct standards and formatting of the United States\n\nPostal Service. A valid address shall have a street name, street\n\nnumber, city, state, and ZIP code. An invalid address is one that\n\nhas a directional address or unknown structure under standards of\n\nthe United States Postal Service or is otherwise not eligible to\n\nreceive mail delivery from the United States Postal Service;\n\n2. The voter cannot receive mail delivery at a physical address\n\ndue to “No Mail Receptacle” according to the United States Postal\n\nService; or\n\n3. The mailing of the voter identification card is the result\n\nof an action initiated by the election board which may include\n\nnotification to the voter of changes to a polling place, district\n\nlines, or precincts listed on the voter registration card.\n\nC. 1. If a voter registration card is mailed to the voter’s\n\nphysical address and is returned to the election board by the postal\n\nservice due to “No Mail Receptacle”, the voter registration card may\n\nbe resent to the mailing address provided on the voter registration\n\napplication. A person whose voter identification card was returned\n\npursuant to this subsection may appear in person to request and be\n\nprovided the returned voter registration card at the county election\n\nboard by presenting proof of identity as described in subsection A\n\nof Section 7-114 of this title.\n\n2. Upon determination that a voter’s physical address of\n\nresidence cannot receive mail as described in paragraph 1 or 2 of\n\nsubsection B of this section, the secretary of the county election\n\nboard may make a notation of such information in the election\n\nmanagement system, and any future mailings under the voter’s current\n\nvoter registration may be mailed to the voter’s mailing address.\n\nD.
