The Secretary of the State Election Board may join the State\n\nof Oklahoma as a member in one or more multistate voter list\n\nmaintenance organizations. The Secretary is authorized to expend\n\nfunds as available for membership fees, dues and other expenses\n\nrelated to such membership or to an agreement as described in\n\nsubsection H of this section. Prior to the State of Oklahoma\n\njoining a multistate voter list maintenance organization, the\n\norganization shall certify in writing to the Secretary of the State\n\nElection Board that membership in the organization meets the\n\nrequirements of this section.\n\nB. Upon membership in an organization as provided in subsection\n\nA of this section, the Secretary of the State Election Board may\n\nprovide voter registration data to the organization and Service\n\nOklahoma may provide motor vehicle license data to the organization\n\nif such data is required to be provided as a condition of\n\nmembership. The voter registration data and motor vehicle license\n\ndata described in this subsection may include a person’s name,\n\naddress, date of birth, driver license or state identification\n\nnumber, last four digits of a Social Security number or any other\n\ndata required by the organization. Motor vehicle license data shall\n\nnot be provided for persons who are identified as not being citizens\n\nof the United States. The transmission and storage of such data\n\nshall be done in a secure manner.\n\nC. The Secretary of the State Election Board shall not join a\n\nmultistate voter list maintenance organization if any of the\n\nfollowing requirements are a condition of membership in the\n\norganization:\n\n1. A notification is required to be sent to persons who are\n\neligible to vote but not yet registered to vote;\n\n2. Membership in the organization includes any person or entity\n\nother than a state or territory of the United States;\n\n3. The governing board of the organization includes any member\n\nor ex officio member who is not a representative of a state or\n\nterritory of the United States; or\n\n4. The organization provides or releases voter registration\n\ndata or motor vehicle license data received from this state to any\n\nparty other than a state or territory of the United States that is a\n\nmember of the organization.\n\nD. 1. If a multistate voter list maintenance organization of\n\nwhich this state is a member provides United States Postal Service\n\nNational Change of Address data regarding registered voters who have\n\nchanged their address of residence within the state, the Secretary\n\nof the State Election Board may use the data pursuant to the\n\nprovisions of Section 4-118.1, 4-120.2 or 7-115.1 of this title or\n\nthe federal National Voter Registration Act of 1993.\n\n2. If a multistate voter list maintenance organization of which\n\nthis state is a member provides Social Security Administration death\n\nrecords matching data regarding voters who are deceased, the\n\nSecretary of the State Election Board may use the data as authorized\n\npursuant to Section 4-120.3 of this title.\n\nE. If a multistate voter list maintenance organization of which\n\nthis state is a member provides or releases any voter registration\n\ndata or motor vehicle license data received from this state to any\n\nparty other than a state or territory that is a member of the\n\norganization, or if the data from this state is used by any member\n\nof the organization for a purpose other than voter list maintenance,\n\nthe State of Oklahoma shall immediately withdraw as a member of the\n\norganization.\n\nF. The Oklahoma Attorney General shall have the authority to\n\nbring a civil action against the multistate voter list maintenance\n\norganization in a district court of this state for damages caused by\n\nthe sharing of the data of this state as described in paragraph 4 of\n\nsubsection C of this section. If the Attorney General declines to\n\npursue action, the Secretary of the State Election Board, or the\n. The Oklahoma Attorney General shall have the authority to\n\nbring a civil action against the multistate voter list maintenance\n\norganization in a district court of this state for damages caused by\n\nthe sharing of the data of this state as described in paragraph 4 of\n\nsubsection C of this section. If the Attorney General declines to\n\npursue action, the Secretary of the State Election Board, or the\n\nPresident Pro Tempore of the Senate and the Speaker of the House of\n\nRepresentatives jointly, may bring such civil action.\n\nG. 1. The Secretary of the State Election Board shall cause to\n\nbe published annually on the website of the State Election Board the\n\nfollowing costs associated with membership in a multistate voter\n\nlist maintenance organization:\n\na. annual membership dues, if any, and\n\nb. any other costs directly attributable to the state’s\n\nmembership in the organization.\n\n2. The Secretary of the State Election Board shall cause to be\n\npublished annually on the website of the State Election Board the\n\nfollowing statistical information:\n\na. the number of voter registrations by county that are\n\ncanceled on the basis of information received from the\n\nmultistate voter list maintenance organization, and\n\nthe reason for the cancellation, and\n\nb. such other statistical information deemed appropriate\n\nby the Secretary of the State Election Board.\n\nH.
