County election boards shall maintain a current list of\n\nall registered voters in each precinct, which will reflect the\n\naddress and party affiliation of each voter. The list shall be\n\npublic information subject to the requirements described in\n\nsubsection B of this section.\n\n2. The list shall only be shared with a court system if that\n\ncourt system agrees to regularly provide the names of persons\n\nconvicted of a felony in that court system to the Secretary of the\n\nState Election Board and the appropriate secretary of a county\n\nelection board, or if the court system is required by state law to\n\nprovide such information.\n\n3. The list shall note any voter for whom a first-class mailing\n\nfrom the county election board or the State Election Board was\n\nreturned undeliverable.\n\nB. 1. The Secretary of the State Election Board shall ensure\n\nthat an electronic copy of the voter registration list described in\n\nsubsection A of this section is made available, free of charge, to\n\nthe following:\n\na. bona fide residents of this state who are citizens of\n\nthe United States,\n\nb. official representatives of political parties\n\nrecognized by the laws of this state,\n\nc. candidates for office in this state and their official\n\nrepresentatives, or\n\nd. other persons authorized by state law.\n\n2. Any person accessing the voter registration list shall be\n\nrequired to complete an application form approved by the Secretary\n\nthat shall include:\n\na. the legal name, address of residence in this state,\n\ntelephone number, and electronic mail address of the\n\nperson,\n\nb. an attestation under penalty of perjury that the\n\nperson meets the legal requirements to access the\n\nlist, and\n\nc. any additional information deemed necessary by the\n\nSecretary.\n\n3. It shall be unlawful for the recipient of a voter\n\nregistration list to use such list for any commercial marketing or\n\nadvertising purposes. Provided, for the purposes of this section, a\n\ncommercial purpose shall not include the use of the voter list by\n\ncampaigns, political parties, government officials, or public\n\nopinion pollsters to contact or interact with voters.\n\n4.
