Neither the legislative or executive branch of the State of\n\nOklahoma shall take actions to implement the Kyoto Protocol until\n\nsuch time as the Kyoto Protocol has been ratified by the United\n\nStates Senate or otherwise enacted into law.\n\nB. Nothing in this section shall:\n\n1. Be construed to limit or to impede state or private\n\nparticipation in any ongoing voluntary initiatives to reduce\n\ngreenhouse gases, including, but not limited to, the United States\n\nEnvironmental Protection Agency’s Green Lights program, the United\n\nStates Department of Energy’s Climate Challenge program and similar\n\nstate and federal initiatives relying on voluntary participation;\n\nprovided, however, that such participation does not involve any\n\nallocation or other distribution of greenhouse gas emission\n\nentitlements pursuant to or under color of the Kyoto Protocol; or\n\n2. Prohibit industry from complying with the Oklahoma Clean Air\n\nAct as it exists or may be amended, or prohibit the Department of\n\nEnvironmental Quality from carrying out its duties under the\n\nOklahoma Clean Air Act as it exists or may be amended, or prohibit\n\nthe Environmental Quality Board from promulgating rules to maintain\n\nor achieve compliance with the Federal Clean Air Act as it exists or\n\nmay be amended.\n\nC.
