Stat. tit. 27A, § 27A-1-2-104","heading":"Environmental Programs Revolving Fund","body":"There is hereby created in the State Treasury a revolving fund\n\nfor the Secretary of Energy and Environment or the successor cabinet\n\nposition having authority over the Department of Environmental\n\nQuality to be designated the \"Environmental Programs Revolving\n\nFund\". The fund shall be a continuing fund, not subject to fiscal\n\nyear limitations, and shall consist of all monies received by the\n\nSecretary from appropriations, fees, charges, penalties, and any\n\nother sources that are not designated for deposit to any other fund\n\nas authorized by law. All monies accruing to the credit of the fund\n\nare hereby appropriated and may be budgeted and expended by the\n\nSecretary to perform the duties imposed by law.
