Municipalities, counties and regional solid waste management\n\ndistricts may directly, or through a public trust of which they are\n\na beneficiary, enter into agreements or multiple beneficiary public\n\ntrusts to combine or pool funds by contract with other\n\nmunicipalities, counties, regional solid waste management districts,\n\nand public trusts for management and investment when deemed\n\nnecessary to provide escrow or security funds to ensure operation,\n\nmaintenance, or closure of solid waste management systems and\n\ndisposal sites under applicable federal, state or local law.\n\nB. One or more municipalities may establish or participate in a\n\nprogram that provides for each participating municipality or any\n\nparticipating county or regional solid waste management district to\n\nfurnish financial assurance as required by the Resource Conservation\n\nand Recovery Act, 42 U.S.C., Section 6901 et seq., or any other\n\nfederal, state or local law. The program may establish any\n\ncombination of financing mechanisms necessary to ensure that funds\n\nwill be available in a timely fashion when needed to meet a\n\nparticipating entity's obligation thereunder.
