All incorporated cities and towns may directly or through a\n\npublic trust of which it is a beneficiary develop a plan, subject to\n\nthe approval of the Department of Environmental Quality, to provide\n\na solid waste management system and shall adequately provide for the\n\ncollection and disposal of solid waste generated or existing within\n\nthe incorporated limits of such city or town or in the area to be\n\nserved thereby at one or more disposal sites. The governing body of\n\nthe city or town may enter into agreements with a county or\n\ncounties, with one or more other incorporated towns or cities, with\n\npersons or trusts, or with any combination thereof, to provide a\n\ndisposal site or implement a solid waste management system for the\n\nincorporated city or town.\n\nB. The governing body of such town or city shall have the\n\nauthority to levy and collect such fees and charges and require such\n\nlicenses as may be appropriate to discharge their responsibility,\n\nand such fees, charges and licenses shall be based on a fee schedule\n\nas set forth in an ordinance.\n\nC. Incorporated cities or towns may control, through ordinance,\n\nregulation, rule or by permit, the collection, transportation,\n\nstorage and disposal of solid waste generated or existing within the\n\njurisdiction or control of such city or town, including requiring\n\nthe delivery of all such solid waste to a disposal site. Provided,\n\nthat the city or town may not require the delivery of solid waste to\n\nthe operator of a solid waste management system other than in\n\naccordance with the procedures of the Oklahoma Solid Waste\n\nManagement Act.\n\nD. Incorporated cities and towns may accept and disburse funds\n\nderived from grants from the federal or state governments or from\n\nprivate sources or from monies that may be appropriated from the\n\nGeneral Fund, for the installation and operation of a solid waste\n\nmanagement system, or any part thereof.\n\nE. Incorporated cities and towns are authorized to contract for\n\nthe purchase of land, facilities, vehicles and machinery necessary\n\nto the installation and operation of a solid waste management\n\nsystem, either individually or as a party to a regional or county\n\nsolid waste authority.\n\nF. The governing body of an incorporated city or town shall\n\nhave the right to establish policies for the operation of a solid\n\nwaste management system including hours of operation, character and\n\nkinds of waste accepted at the disposal site, and such other rules\n\nas may be necessary for the safety of the operating personnel.\n\nG. Incorporated cities or towns shall permit landowners of\n\nagricultural land located within the city or town boundaries to burn\n\ndebris originating from their property following a flood or other\n\nnatural disaster. The city or town may enact procedures to\n\ndetermine the type of materials and locations appropriate for\n\nburning and affected landowners shall comply with all local, state\n\nand federal laws regulating such burning.\n\nH.
