The Legislature hereby declares that it is necessary in the\n\npublic interest to prevent pollution through source reduction and\n\nencourage and promote the recycling and reuse or source reduction of\n\nhazardous waste by those manufacturing, service, and processing\n\nindustries within the state whose operations produce hazardous waste\n\nand those companies engaged in the disposal of hazardous waste.\n\nB.
