Stat. tit. 27A, § 27A-2-14-305","heading":"General permits","body":"For common and routine permit applications, the Department of\n\nEnvironmental Quality may expedite the permitting process by issuing\n\npermits of general applicability, hereafter identified as \"general\n\npermits\". General permits shall be subject to all the Tier II\n\nadministrative procedures including the public participation\n\nrequirements. The administrative process for rulemaking shall not\n\nbe applicable to the issuance of general permits. Individual\n\napplicants may obtain authorization through the Tier I process to\n\nconduct an activity covered by a general permit.
