Stat. tit. 27A, § 27A-2-16-104","heading":"Refinery Permitting Cooperative Agreement –","body":"Negotiations.\n\nA. Not more than thirty (30) days after the effective date of\n\nthe Oklahoma Refinery Revitalization Act, the Governor shall request\n\nthe Administrator of the United States Environmental Protection\n\nAgency to enter into negotiations with the Executive Director of the\n\nDepartment of Environmental Quality for a Refinery Permitting\n\nCooperative Agreement (RPCA) for the purposes set forth in this act.\n\nThe RPCA shall be a memorandum of understanding as provided for in\n\nthe Energy Policy Act of 2005. The Executive Director shall\n\ndesignate a senior official responsible for negotiations, and\n\ndedicate sufficient other staff and resources to ensure, full\n\nimplementation of the purposes of this act and any rules promulgated\n\npursuant to this act as allowed by state and federal legislation.\n\nB.
