The complaints program shall, in addition to the\n\nresponsibilities specified by Section 2-3-101 of this title, refer,\n\nupon written request, all complaints in which one of the\n\ncomplainants remains unsatisfied with the Department's resolution of\n\nsaid complaint to an outside source trained in mediation.\n\nComplainants and persons named in the complaint shall be made aware\n\nthat participation in the mediation process conducted by the outside\n\nsource is completely voluntary and confidential. Fulfillment of any\n\nagreements reached in mediation shall be up to the parties of the\n\ndispute. Participation in the mediation process shall not hinder or\n\ninterfere with any enforcement action taken by the Department.\n\nMediation may run parallel to any enforcement action. Participation\n\nby a complainant in the mediation process shall not preclude such\n\ncomplainants from seeking other relief provided by law.\n\nB. The complaints program shall maintain a roster of certified\n\nmediators which will be available to the public.\n\nC.
