Stat. tit. 27A, § 27A-2-3-401","heading":"Department of Environmental Quality Revolving Fund -","body":"Subaccounts - Transfer of revolving fund monies.\n\nA. There is hereby created in the State Treasury a revolving\n\nfund for the Department of Environmental Quality to be designated\n\nthe \"Department of Environmental Quality Revolving Fund\". The fund\n\nshall be a continuing fund, not subject to fiscal year limitations,\n\nand shall consist of all monies received by the Department from\n\nappropriations, administrative penalties, fees, charges, gifts and\n\nmonies from any other source that are not designated for deposit to\n\nany other fund authorized by this Code. All monies accruing to the\n\ncredit of said fund are hereby appropriated and may be budgeted and\n\nexpended by the Department for the purpose of implementing and\n\nenforcing this Code. Expenditures from said fund shall be made upon\n\nwarrants issued by the State Treasurer against claims filed as\n\nprescribed by law with the Director of the Office of Management and\n\nEnterprise Services for approval and payment.\n\nB. Individual subaccounts shall be established in the\n\nDepartment of Environmental Quality Revolving Fund as necessary to\n\nmaintain the tracking of monies collected and to support the\n\nprograms and functions within the jurisdiction of the Department.\n\nEach subaccount shall consist of all monies collected pursuant to\n\nthe program or function for which such subaccount has been\n\nestablished and all monies collected for such programs and functions\n\nshall be expended only and solely in furtherance of the statutory\n\nobjectives of such programs and functions. Provided, as otherwise\n\nauthorized by law, the Department may transfer monies between\n\nsubaccounts to meet cash flow needs of the Department so long as the\n\nmonies are transferred back to the appropriate subaccount to be\n\nexpended on the appropriate programs and functions.\n\nC. All revolving fund monies belonging to, deposited in or\n\npayable to the State Department of Health or the Oklahoma Water\n\nResources Board for the purpose of administering a program or\n\nfunction over which the Department of Environmental Quality has\n\njurisdiction, are hereby transferred to the appropriate funds of the\n\nDepartment of Environmental Quality.
