Stat. tit. 27A, § 27A-2-3-507","heading":"Compliance schedules","body":"Political subdivisions may, when compliance with environmental\n\nstandards would create excessive debt, enter into compliance\n\nschedules with the Department of Environmental Quality to prioritize\n\ncompliance based on their greatest environmental or other public\n\nhealth and safety needs. Excessive debt is indicated when the work\n\nneeded for compliance would require a capital cost or user charge\n\nsignificantly beyond the per-household cost for similar sized\n\ncommunities within the state.
