A Director of the Air Quality Program shall be appointed and\n\nemployed by the Executive Director and shall have the following\n\nduties and powers:\n\n1. Perform those duties and responsibilities as may be assigned\n\nby the Executive Director and as may be required for carrying out\n\nthe air pollution program of the Department;\n\n2. Attend, or designate an alternate to attend, all meetings of\n\nthe Council and the Panel, but shall not be entitled to a vote;\n\n3. Serve or appoint a designee to serve as secretary to the\n\nCouncil and serve or appoint a designee to serve as secretary to the\n\nPanel;\n\nB. The Department shall:\n\n1. Make recommendations to the Council with respect to rules\n\nand air pollution prevention and abatement;\n\n2. Investigate citizen complaints, violations of the Oklahoma\n\nClean Air Act and the rules promulgated thereunder, make\n\ninspections, observations and analyses of air pollution conditions;\n\nand make recommendations to the Council and to the Executive\n\nDirector for the issuance of formal complaints and for the\n\nprosecution of such complaints by the Department;\n\n3. Keep a record of all meetings of the Council and the Panel;\n\nand\n\n4.
