The Department may, of its own accord, investigate the\n\nsanitary quality of water supplied to the public if the Department\n\nhas reason to believe that such water supply is prejudicial to the\n\npublic health or environment. Such investigation shall be made\n\nwhenever a complaint is made to the Department by the mayor of any\n\ncity, the president of the board of trustees of any incorporated\n\ntown or any other public entity including a public works authority,\n\nor a rural water or sewage district, or by the Department's local\n\nrepresentative, about the sanitary quality of water supply within\n\ntheir respective counties.\n\nB.
