The Environmental Quality Board shall promulgate rules\n\nnecessary to safeguard public health and welfare and prevent\n\npollution of public water supply systems pursuant to the Oklahoma\n\nWater Supply Systems Act.\n\nB. The Department of Environmental Quality shall develop an\n\nOklahoma wellhead protection program to assist municipalities, rural\n\nwater districts, nonprofit water corporations and other public\n\ngroundwater suppliers in the conservation and protection of their\n\npublic groundwater supplies which will specify the following:\n\n1. Guidelines specifying the duties of the Department in\n\ndeveloping a wellhead protection program;\n\n2. Guidelines specifying the duties of local governments in\n\ndeveloping and implementing the wellhead protection program;\n\n3. Guidelines for determining all potential and actual\n\npollution sources which may have an adverse effect on public health;\n\n4. Guidelines for taking into consideration potential sources\n\nof pollution when siting new wells for public water supplies;\n\n5. Guidelines for developing contingency plans for pollution\n\nrelease containment, cleanup and the provision of alternative\n\ndrinking water supplies for each public water system in the event of\n\ngroundwater well or groundwater wellfield pollution; and\n\n6.
