The Department of Environmental Quality shall develop and\n\nimplement a groundwater protection education program. In developing\n\nsuch program, the Department shall consult with public health\n\nagencies, water utilities, state educational and research\n\ninstitutions, nonprofit environmental organizations and any other\n\nperson or agency the Department deems necessary.\n\nB. The Department shall develop a program to provide public\n\nrecognition of users of land located within a public groundwater\n\nsupply wellhead protection area who demonstrate successful and\n\ncommitted efforts to protect drinking water supplies by implementing\n\ninnovative approaches to groundwater protection.
