The Board shall promulgate rules as necessary to implement\n\nthe provisions of this part pertaining to the treatment of\n\nnonindustrial wastewater, and the treatment, storage, use and\n\ndisposal of sewage sludge and other waste by wastewater treatment\n\nsystems or treatment works. Such rules shall include but are not\n\nlimited to requirements for:\n\n1. The construction, operation and extension of municipal,\n\npublic, private and other nonindustrial wastewater treatment systems\n\nor treatment works, including the construction or use of surface\n\nimpoundments and lagoons;\n\n2. Pretreatment;\n\n3. Control tests, laboratory checks, monitoring or operating\n\nrecords and reports;\n\n4. Applications, plans and specifications, permitting and other\n\nauthorizations;\n\n5. The monitoring, maintenance and closure of wastewater\n\ntreatment systems; and\n\n6. Treatment, sampling, record keeping, reporting and other\n\nrequirements for sewage sludge consistent with federal regulations.\n\nB. Such rules may provide for the exemption, and conditions\n\ntherefor, of specified categories of wastewater treatment systems or\n\ntreatment works for small public sewage systems from any of the\n\nrequirements thereof if the public health or the environment will\n\nnot thereby be endangered.
