Any permit application received by the Department on or\n\nafter July 1, 1993, for a discharge permit, a municipal or\n\nindustrial wastewater construction or treatment permit or a public\n\nwater supply permit shall include or provide for a sludge management\n\nplan if the applicant proposes the beneficial use of such sludge or\n\nwastewater through land application.\n\nB. Any permittee proposing the land application of wastewater\n\nor sludge under the terms of an existing Department issued municipal\n\nor industrial construction or wastewater treatment permit, a\n\ndischarge permit or a water supply permit, must receive the\n\nDepartment's approval on a sludge management plan. Adding a sludge\n\nmanagement land application plan to an existing individual\n\nindustrial discharge permit or an industrial wastewater treatment\n\npermit issued by the Department shall require the major modification\n\nof the existing permit. For purposes of this section, permits\n\nissued by the Oklahoma Water Resources Board and the State\n\nDepartment of Health prior to June 30, 1993 shall be deemed issued\n\nby the Department upon the transfer of such permits to the\n\nDepartment effective July 1, 1993.\n\nC. Sludge management plans for the land application of sludge\n\nor wastewater which have been approved by the Department may be\n\nmodified or amended by the Department pursuant to rules promulgated\n\nby the Board.\n\nD.
