Stat. tit. 27A, § 27A-2-6-501.3","heading":"Promulgation of rules","body":"The Board shall promulgate rules which shall include, but not be\n\nlimited to, the following:\n\n1. Prohibiting the practice of plowing sludge that contains\n\nheavy metal concentrations significantly above concentrations normal\n\nto sludges with demonstrated effectiveness on Oklahoma soils prior\n\nto completion of a comprehensive study of all potential adverse\n\neffects by a qualified research institute familiar with the crops\n\nand soils of the State of Oklahoma, into or onto the soil surface;\n\n2. Requiring that each load of sludge generated outside the\n\nState of Oklahoma be sampled at the location at which it is\n\ngenerated and have appropriate analysis performed by an independent\n\nlaboratory certified by the Department with random quality assurance\n\nsamples taken by the Department to assure that the sludge falls\n\nwithin the requirements established by the Board; and\n\n3. Requiring the generators to submit the following\n\ninformation: Dates of shipment and application of sludge; weather\n\nconditions upon delivery and application; location of sludge\n\napplication site; area to be used for land application; amount of\n\nsludge delivered or applied; a copy of the test results showing the\n\nquality of the sludge; and a copy of the sludge use agreement.
