The Board shall have authority to make rules for the control\n\nof sanitation on all property located within any reservoir or\n\ndrainage basin, which shall include but not be limited to rules:\n\n1. Relating to the collection and disposal of domestic and\n\nindustrial wastes within any reservoir or drainage basin;\n\n2. Prohibiting the dumping of garbage, trash or other wastes or\n\ncontaminated material within any reservoir or drainage basin; and\n\n3. Providing that all wastes originating within any reservoir\n\nor drainage basin shall be disposed of in a manner approved by the\n\nBoard, and that the plans and specifications for any disposal system\n\nshall be approved by the Department prior to the construction of any\n\nsuch system.\n\nB. The provisions of this section shall not apply to:\n\n1. Any lake, body of water, or reservoir owned or controlled by\n\nany city, town or municipality of this state, unless such city, town\n\nor municipality shall, by duly enacted ordinance, elect to come\n\nunder the provisions of this section; and\n\n2. Impounded water on privately owned land not open to public\n\nuse.\n\nC. The Department is hereby authorized to:\n\n1. Conduct research, studies, demonstrations and investigations\n\nrelating to the use and reuse of wastewater;\n\n2. Accept, use, disburse and administer grants, allotments,\n\ngifts, devises, bequests, appropriations and other monies, equipment\n\nor property furnished or given to the Department, for the purposes\n\nand intent of this article and enter into contracts therefor; and\n\n3.
