All persons before engaging in the cleaning or pumping of\n\nseptic tanks or holding tanks and disposing of sewage or septage\n\ntaken therefrom shall first obtain a license which shall be issued\n\nby the Department under such rules as may be promulgated by the\n\nBoard. Such license shall be issued and may be revoked contingent\n\nupon compliance or failure to comply with the provisions of this\n\nsection and rules promulgated pursuant thereto. The rules shall\n\ninclude but not be limited to the following:\n\n1. A requirement that an annual fee as set by the Board\n\npursuant to Section 2-3-402 of this title be paid to the Department\n\nfor each license;\n\n2. A requirement that each vehicle shall include an enclosed\n\nwatertight tank with adequate pump and hose facilities in such\n\ncondition that no sewage may spill or leak while in transit;\n\n3. The registration of each vehicle used in the business by\n\nmodel, make, owner and license number;\n\n4. A requirement that a permit or written approval shall be\n\nsecured by the license holder from the appropriate city or town or\n\nfrom the Department's local representative in the area of operation,\n\nwhich designates the place and method of final disposal of the\n\nsewage or septage;\n\n5. A requirement that no license shall be issued or renewed\n\nunder the provisions of this section until said applicant complies\n\nwith the rules of the Board regarding the cleaning and pumping of\n\nseptic tanks and holding tanks and the disposal of sewage or septage\n\ntaken therefrom; and\n\n6. Requirements and standards for the beneficial use or\n\ndisposal of the sewage or septage and provisions necessary to\n\nimplement any applicable federal requirements.\n\nB.
