The Department shall not issue a permit for the treatment,\n\ndisposal or temporary storage of any liquid hazardous waste in a\n\nsurface impoundment which is not generated by the owners of the\n\nsurface impoundment.\n\nB. Except as otherwise specifically provided by law, the\n\ndisposal of any liquid hazardous waste in a landfill or in a surface\n\nimpoundment is prohibited.\n\nC. The provisions of this section shall not prohibit:\n\n1. The practice of soil farming of hazardous waste authorized\n\nby the provisions of the Oklahoma Hazardous Waste Management Act;\n\n2. The construction and operation of surface impoundments\n\nsolely for the collection of rainfall runoff; or\n\n3.
