There is hereby established, to serve as an agency of the\n\nstate and to perform the functions conferred upon it in the\n\nConservation District Act, the Oklahoma Conservation Commission,\n\nwhich commission shall succeed to all the powers, duties and\n\nproperty of the State Soil Conservation Board. The Commission shall\n\nconsist of five (5) members whose qualifications and manner of\n\nappointment shall be hereinafter designated. The State of Oklahoma\n\nis hereby divided into five state areas for the purpose of selecting\n\nthe members of the Oklahoma Conservation Commission. Each of the\n\nstate areas shall be composed of the following counties:\n\nState Area No. 1 comprising fifteen counties:\n\nCimarron Woodward Blaine\n\nTexas Dewey Alfalfa\n\nBeaver Canadian Grant\n\nHarper Woods Garfield\n\nEllis Major Kingfisher\n\nState Area No. 2 comprising fifteen counties:\n\nKay Oklahoma Love\n\nNoble Cleveland Seminole\n\nLogan McClain Garvin\n\nPayne Lincoln Murray\n\nPawnee Pottawatomie Carter\n\nState Area No. 3 comprising sixteen counties:\n\nOsage Rogers Cherokee\n\nCreek Wagoner Sequoyah\n\nWashington Muskogee Adair\n\nTulsa Craig Delaware\n\nOkmulgee Mayes Ottawa\n\nNowata\n\nState Area No. 4 comprising fifteen counties:\n\nRoger Mills Custer Comanche\n\nBeckham Washita Cotton\n\nGreer Kiowa Grady\n\nHarmon Tillman Stephens\n\nJackson Caddo Jefferson\n\nState Area No. 5 comprising sixteen counties:\n\nOkfuskee Atoka Latimer\n\nHughes Bryan Pushmataha\n\nPontotoc Pittsburg Choctaw\n\nJohnston McIntosh Le Flore\n\nMarshall Haskell McCurtain\n\nCoal\n\nB. The entire territory of this state shall be included within\n\nconservation districts.\n\nC. The Governor shall appoint one member from each of the five\n\nstate areas as herein created, and each such member so appointed\n\nshall be, at the time of his appointment a Conservation District\n\nDirector. Each member of the Oklahoma Conservation Commission shall\n\nbe a Conservation District Director during the entire term as a\n\nCommission member. No fewer than three members of said Board shall\n\nbe actively engaged in the practice of farming and/or ranching or\n\nshall derive at least a majority of their income from farming and/or\n\nranching. As a condition to their appointment, such members shall\n\nbe residents of the state area from which they are appointed. Such\n\nappointments shall be made by the Governor and shall be subject to\n\nconfirmation by the Senate and such appointments shall be made by\n\nthe Governor within thirty (30) days after the expiration of the\n\nterms of office of said members. Each member shall serve for a\n\nperiod of five (5) years, and shall be removed only for cause. In\n\nthe event of a vacancy, the vacancy shall be filled in the same\n\nmanner as the original appointment was made and by the same\n\nappointing authority.\n\nD.
