The Commission is hereby given exclusive jurisdiction to\n\nprepare a Wetlands Management Strategy for the State of Oklahoma.\n\nThe Strategy shall:\n\n1. Define wetlands;\n\n2. Enumerate their beneficial uses;\n\n3. Identify and inventory wetlands within this state;\n\n4. Recommend measures to mitigate losses of wetlands;\n\n5. Provide measures to protect wetlands; and\n\n6. Define standards for critical wetlands and measures to\n\nensure protection of property rights of landowners.\n\nB.
