The board of directors shall appoint such advisory\n\ncommittees as may be needed to assure the availability of\n\nappropriate channels of communication to the board, to persons\n\naffected by district operations, and to local, regional, state and\n\ninterstate special purpose districts and agencies responsible for\n\ncommunity planning, zoning or other resource development activities.\n\nB.
