The Commission shall have authority to allocate to any\n\nconservation district in this state, from the Small Watersheds Flood\n\nControl Fund, such sum or sums as in the judgment of the said\n\nCommission may be necessary to enable such district to acquire real\n\nproperty or easements needed by such district to permit such\n\ndistrict to install upstream flood control structures on rivers and\n\nstreams and the tributaries thereof, including cooperative projects\n\nbetween such district and the United States government.\n\nB.
