Stat. tit. 27A, § 27A-3-4-101","heading":"Short title – Oklahoma Carbon Sequestration","body":"Enhancement Act- Legislative findings and intent.\n\nA. This article shall be known and may be cited as the\n\n“Oklahoma Carbon Sequestration Enhancement Act”.\n\nB. The Oklahoma Legislature finds that:\n\n1. Increasing levels of carbon dioxide and other gases in the\n\natmosphere have led to growing interest in national and\n\ninternational forums for implementing measures to slow and reverse\n\nthe buildup of such atmospheric constituents. These measures may\n\ninclude, but are not limited to, the establishment of systems of\n\ntrading in carbon dioxide credits or adoption of practices,\n\ntechnologies, or other measures which decrease the concentration of\n\ncarbon dioxide in the atmosphere and improve air quality;\n\n2. Carbon sequestration practices have great potential to\n\nincrease carbon sequestration and help offset the impact of carbon\n\ndioxide emissions on carbon dioxide concentrations in the\n\natmosphere; and\n\n3. It is in the interest of the citizens of this state that the\n\nOklahoma Conservation Commission document and quantify carbon\n\nsequestration associated with terrestrial and agricultural carbon\n\nsequestration practices. The provisions of this act shall not\n\ninclude geologic carbon sequestration occurring in Underground\n\nInjection Control (UIC) Class II or Class VI projects.\n\nC. It is the intent of the Legislature that such efforts to\n\ndocument and quantify carbon sequestration associated with\n\nterrestrial and agricultural carbon sequestration practices will\n\nenhance the ability of the state’s landowners to participate in any\n\nsystem of carbon dioxide emissions marketing or trading that may be\n\ndeveloped in the future.\n\nD. For purposes of the Oklahoma Carbon Sequestration\n\nEnhancement Act, “carbon sequestration practices” and “carbon\n\ncapture and storage practices” shall mean and include:\n\n1. Improved agricultural practices, including, but not limited\n\nto, decreasing soil tillage, planting and managing vegetation,\n\ngrowing agricultural crops, or managing any existing vegetated area;\n\n2. Improved natural resources conservation practices,\n\nincluding, but not limited to, vegetation, revegetation,\n\nforestation, afforestation, and reforestation on rangeland and other\n\nagricultural and nonagricultural lands;\n\n3. Other improved methods of stewardship for the natural\n\nresources of this state; and\n\n4.
