The Oklahoma Conservation Commission is hereby authorized to\n\nestablish and administer the terrestrial and agricultural carbon\n\nsequestration certification program. The purposes of the program\n\nare to provide a mechanism for creating and preserving carbon\n\nreserves in this state by encouraging voluntary practices that\n\nprotect or improve natural resources, to enable Oklahomans to\n\nparticipate in market-based programs for natural resource\n\nprotection, to provide a mechanism for Oklahomans to benefit from\n\nthe ecosystem services they provide, to verify carbon sequestration\n\nor storage associated with terrestrial and agricultural carbon\n\nsequestration practices, and to issue carbon sequestration\n\ncertificates associated with terrestrial and agricultural carbon\n\nsequestration practices that the Commission determines qualify for\n\nsuch certificates.\n\nB. The Commission, in consultation with the Department of\n\nEnvironmental Quality and with the advice of the terrestrial and\n\nagricultural carbon sequestration stakeholder groups appointed by\n\nthe Commission, shall develop and promulgate rules as necessary to\n\nadminister, implement, and enforce the provisions of Section 3-4-101\n\net seq. of this title, including, but not limited to, developing and\n\nimplementing uniform standards and criteria for verifying carbon\n\nsequestration and storage associated with terrestrial and\n\nagricultural carbon sequestration practices and issuing carbon\n\nsequestration certificates associated with approved terrestrial and\n\nagricultural carbon sequestration practices. In promulgating the\n\nrules, the Commission shall develop the program to be as consistent\n\nas possible with other governmental programs designed to create\n\ncarbon reserves for the purpose of voluntarily reducing greenhouse\n\ngases or designed to certify terrestrial and agricultural carbon\n\nsequestration practices.\n\nC. In order for terrestrial and agricultural carbon\n\nsequestration to be verified and certified under this section, an\n\napplicant shall file an application with the Commission. Along with\n\nthe application, the applicant shall submit a resource management\n\nplan, or a project plan as applicable, detailing activities that\n\nwill increase or maintain existing trapped carbon including, but not\n\nlimited to, improved forest management, alteration of or changes in\n\nsilviculture practices, and growing of designated crops and any\n\nother such terrestrial and agricultural carbon sequestration\n\npractices.\n\nD. The Commission shall require applicants to submit such\n\ninformation, forms, and reports as are necessary to properly and\n\nefficiently administer the program.\n\nE. Prior to granting a carbon sequestration certificate, the\n\nCommission shall adopt criteria associated with the approved\n\nterrestrial and agricultural carbon sequestration practice for which\n\nan application is submitted. In addition, the Commission shall\n\ndetermine, based upon compliance with the site criteria, the volume\n\nor numerical amount of credits or offsets achievable by the specific\n\nterrestrial and agricultural carbon sequestration practice.\n\nF. Applications for a terrestrial and agricultural carbon\n\nsequestration certificate shall be approved or denied in accordance\n\nwith criteria promulgated by the Commission.\n\nG.
