Stat. tit. 27A, § 27A-3-7-104","heading":"Composition of program – Administration of program","body":"A. The healthy soil program shall be composed of:\n\n1. A healthy soil assessment and education program;\n\n2. A healthy soil grant program; and\n\n3. Other programs established by the Oklahoma Conservation\n\nCommission to accomplish the purposes of the Healthy Soil Program\n\nAct.\n\nB. In administering the healthy soil assessment and education\n\nprogram, the Commission shall:\n\n1. Work through technical assistance providers or eligible\n\nentities to:\n\na. encourage farmers, ranchers, and land managers to\n\nundertake voluntary soil health measurements,\n\nb. raise awareness about desirable soil health\n\ncharacteristics,\n\nc. facilitate on-site, producer-led workshops and\n\ntraining sessions to promote and engender soil health\n\nstewardship, and\n\nd. complete a baseline soil health assessment by testing\n\nthe organic matter, water infiltration rate,\n\nmicrobiology, and aggregate stability of soils, in\n\naddition to analyzing phospholipids and monitoring\n\nsoil cover;\n\n2. Establish a statewide network of champions to promote soil\n\nhealth stewardship, offer guidance to producers and land managers,\n\nand encourage teamwork;\n\n3. Create a program to provide ongoing training in soil health\n\nstewardship and workshop facilitation for champions and eligible\n\nentities;\n\n4. In collaboration with technical assistance providers,\n\nsponsor soil health workshops and training sessions through\n\nconservation districts on farms throughout the state; and\n\n5. Educate students and the general public about the importance\n\nof soil health stewardship.\n\nC. In administering the healthy soil grant program, the\n\nCommission shall:\n\n1. Award grants to eligible entities to provide technical\n\nassistance to producers and land managers in advancing soil health\n\nprinciples and implementing supported methods;\n\n2. Develop a user-friendly grant program application and\n\napplication and reporting processes;\n\n3. Develop criteria for the award of grants; provided that\n\ngrants shall be awarded equitably and priority may be given to\n\neligible entities serving young producers, veterans, small farms or\n\nranches or for projects that benefit economically or socially\n\ndisadvantaged communities; and\n\n4. Ensure that grant funds are only used to advance soil health\n\nand soil health stewardship.\n\nD. The Commission shall encourage producer, land manager,\n\nlandowner, and interagency collaboration in the management of\n\nhealthy soils and shall:\n\n1. Work with technical assistance providers to advance soil\n\nhealth stewardship across private, state, federal, and tribal land\n\njurisdictions by fostering collaboration among producers, land\n\nmanagers, and landowners; and\n\n2. Conduct outreach to producers and land managers to promote\n\nthe program and other federal, state, or local grant opportunities\n\nthat support and promote healthy soils.\n\nE. In administering the program, the Commission shall support\n\nlocal economic growth in Oklahoma and shall:\n\n1. Identify ways to increase the generation and use of compost\n\nto build healthy soils;\n\n2. To the extent permitted by statute, prioritize in-state\n\nsourcing of the resources needed for the program, including testing\n\nresources, compost, seeds, fencing supplies, and equipment; and\n\n3. Support the emerging market for food grown in Oklahoma under\n\nmanagement for healthy soils.\n\nF.
