As used in the Terry Peach North Canadian Watershed\n\nRestoration Act:\n\n1. \"Commission\" means the Oklahoma Conservation Commission;\n\n2. \"Harmful woody species\" means a tree or shrub species that\n\nis rapidly encroaching into adjoining lands and is likely to cause\n\nharm to the environment or economy. Harmful woody species include,\n\nbut are not limited to, Juniperus virginiana (Eastern Redcedar),\n\nJuniperus scopulorum (Rocky Mountain juniper), Juniperus monosperma\n\n(oneseed juniper) and Tamarix ramosissima (salt cedar); and\n\n3. \"North Canadian Watershed\" means the area of land in\n\nOklahoma that drains or sheds water into the North Canadian River.\n\nB. There is hereby created a pilot program to remove or\n\neradicate harmful woody species in the North Canadian Watershed to\n\nbe administered by the Oklahoma Conservation Commission. To\n\naccomplish the goals listed in this section, the Commission is\n\nauthorized to use the funds available in the North Canadian\n\nWatershed Restoration Revolving Fund established in Section 3 of\n\nthis act. The purpose of the program is to manage and eradicate,\n\nwhere possible, harmful woody species that damage grazing lands,\n\ncreate significant wildfire risk, reduce wildlife habitat and reduce\n\nwater flow into the North Canadian River.\n\nC. In administering the pilot program, the Commission shall:\n\n1. Cooperate with landowners, state agencies, and other\n\npolitical subdivisions for removal of harmful woody species;\n\n2. Measure the density of harmful woody species and estimate\n\nwater used by those species;\n\n3. Create a study using a parallel watershed with no control of\n\nharmful woody species;\n\n4. Utilize available funds to cost-share with landowners for\n\nexpenses incurred in the eradication of harmful woody species by\n\nprescribed burn, biological controls, mechanical removal, or\n\nherbicide applications;\n\n5. Develop grant programs with conservation districts, rural\n\nfire departments, and prescribe burn associations for resources\n\nneeded for prescribed burns, mechanical removal, biological control,\n\nor herbicide applications on harmful woody species;\n\n6. Bring attention to the problems posed by harmful woody\n\nspecies to create awareness, demonstrate value to all stakeholders,\n\nand encourage landowners to participate in the program; and\n\n7. Have at least two active project areas in the program, one\n\nabove the Canton Lake dam and one below.\n\nD.
