During or after a release of a dangerous substance and as\n\npart of any required cleanup operations or remediation requirements,\n\nany duly authorized representative of the first responder, the\n\ncontact agency, the Department of Civil Emergency Management or the\n\nDepartment of Environmental Quality shall have the authority to\n\nenter upon any private or public property for the purpose of\n\nresponding to and stabilizing an incident or event involving a\n\nrelease of dangerous substances requiring protective action\n\nmeasures.\n\nB. 1. The contact agency or the Department of Environmental\n\nQuality, as applicable, may require the establishment and\n\nmaintenance of records and reports relating to the incident or\n\nevent.\n\n2. Copies of such records or reports shall be submitted to the\n\nrequesting agency.\n\n3. Any authorized representative of the contact agency or the\n\nDepartment of Environmental Quality, as applicable, shall be allowed\n\naccess and may examine such records or reports.\n\nC. 1. A contact agency or the Department of Environmental\n\nQuality may apply to and obtain from a judge of the district court,\n\nan order authorizing an administrative warrant or other warrant to\n\nenforce access to premises for the purpose of responding to and\n\nstabilizing an incident or event involving releases of dangerous\n\nsubstances requiring protective action measures or for the purpose\n\nof examining records or reports relating thereto.\n\n2.
