Stat. tit. 27A, § 27A-4-2-103","heading":"Local emergency planning committees - Membership -","body":"Officers - Rules - Request for public information -\n\nResponsibilities.\n\nA. Each local emergency planning committee shall include, at a\n\nminimum, representation from each of the following groups or\n\norganizations:\n\n1. Elected state and local officials;\n\n2. Law enforcement;\n\n3. Civil defense;\n\n4. Fire fighting;\n\n5. First aid;\n\n6. Health;\n\n7. Environmental;\n\n8. Hospital;\n\n9. Transportation personnel;\n\n10. Broadcast and print media;\n\n11. Community groups; and\n\nl2. Owners and operators of facilities which manufacture,\n\nstore, or use in any manner those substances specified as extremely\n\nhazardous by the administrator of the federal Environmental\n\nProtection Agency.\n\nB. The groups and organizations specified in subsection A of\n\nthis section or any other person or group or organization may\n\nnominate an individual residing within the designated emergency\n\nplanning district to serve on the local emergency planning\n\ncommittee. The names of such individuals shall be submitted to the\n\nOklahoma Hazardous Materials Emergency Response Commission. From\n\namong the names of the individuals so submitted, the Oklahoma\n\nHazardous Materials Emergency Response Commission shall appoint the\n\nmembership of the local emergency planning committee.\n\nC. The Oklahoma Hazardous Materials Emergency Response\n\nCommission may revise its designations and appointments under this\n\nsubsection as it deems appropriate. In addition, interested\n\npersons, groups or organizations may petition the Oklahoma Hazardous\n\nMaterials Emergency Response Commission to modify the membership of\n\na local emergency planning committee.\n\nD. The members of the local emergency planning committee shall\n\nmeet to elect a chairman who shall hold office according to rules\n\nadopted by the committee. The committee shall establish rules by\n\nwhich it shall function. Such rules shall include provisions for\n\npublic notification of committee activities, public meetings to\n\ndiscuss the emergency plan, public comments, response to such\n\ncomments by the committee, and distribution of the emergency plan.\n\nThe local emergency planning committee shall establish procedures\n\nfor receiving and processing requests from the public for\n\ninformation. Such procedures shall include the designation of an\n\nofficial to serve as coordinator for information.\n\nE. Each local emergency planning committee shall:\n\n1. Complete preparation of an emergency plan in accordance with\n\nthe federal Superfund Amendments and Reauthorization Act. After\n\ncompletion of an emergency plan under this paragraph for an\n\nemergency planning district, the local emergency planning committee\n\nshall submit a copy of the plan to the Oklahoma Hazardous Materials\n\nEmergency Response Commission. The Commission shall review the plan\n\nand make recommendations to the committee on revisions of the plan\n\nthat may be necessary to ensure coordination of such plan with\n\nemergency response plans of other emergency planning districts. To\n\nthe maximum extent practicable, such review shall not delay\n\nimplementation of such plan. The committee shall review such plan\n\nonce a year, or more frequently as changed circumstances in the\n\ncommunity or at any facility may require;\n\n2. Evaluate the need for resources necessary to develop,\n\nimplement, and exercise the emergency plan, and shall make\n\nrecommendations with respect to additional resources that may be\n\nrequired and the means for providing such additional resources;\n\n3. Comply with the Oklahoma Open Meeting Law; and\n\n4. Take such other action as may be required by the Oklahoma\n\nHazardous Materials Emergency Response Commission or as otherwise\n\ndeemed necessary to implement the provisions of this act or the\n\nfederal Superfund Amendments and Reauthorization Act.","path":["OK Code","Title 27A"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os27A.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"4e192e2cafd0b5971682c0fb7faf3907c86420e1a5a5fb17cbd4a2a7a1ddf9be","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-27a-27a-4-2-102","next":"us-ok/okla.-stat.-tit.-27a-27a-4-2-104"},"notice":"GroundRules: Original legal text.
