The Oklahoma Wildlife Conservation Commission shall\n\nconstitute an advisory, administrative and policymaking board for\n\nthe protection, restoration, perpetuation, conservation,\n\nsupervision, maintenance, enhancement, and management of wildlife in\n\nthis state as provided in the Oklahoma Wildlife Conservation Code.\n\nB. The Director shall consult with the Commission regarding the\n\nadministration of the affairs of the Department of Wildlife\n\nConservation. The Commission is authorized and empowered to require\n\nfrom the Director complete reports and information relative to the\n\naffairs of the Department at the time and in the manner the\n\nCommission may deem advisable.\n\nC. The Commission shall meet in regular session at least nine\n\ntimes per year not to exceed one meeting per month with not more\n\nthan two consecutive calendar months between meetings and in special\n\nsessions as may be called by the Chair or a majority of the\n\nCommission. The Commission may hold any regular or special session\n\nat any location within this state. Should a location be chosen\n\nother than Commission headquarters in Oklahoma City for a regular or\n\nspecial meeting, notice shall be posted at Commission headquarters\n\nin Oklahoma City and advertised in the local newspaper of the city\n\nin which the meeting is to be held, at least one time during each of\n\nthe two (2) weeks prior to the meeting. The advertisements shall\n\ninclude time, date, and address of location of the meeting.\n\nD. In addition to the other powers and duties prescribed by\n\nlaw, the Commission shall:\n\n1. Institute an affirmative action plan for hiring women and\n\nminorities throughout the agency;\n\n2. Elect a chair, vice chair, and secretary, who shall perform\n\nthe duties required of them by statutes, rules of the Commission,\n\nand the Constitution of the State of Oklahoma. The chair, vice\n\nchair, and secretary shall receive no extra compensation;\n\n3. Appoint a Director, and determine the qualifications of the\n\nDirector and all assistants and employees. A Commissioner shall not\n\nbe eligible for employment in any position within the Department;\n\n4. Prescribe rules and policies for the transaction of its\n\nbusiness and the control of the Department;\n\n5. Develop and implement a plan to provide step raises for\n\nCommission employees so that discrepancies of pay levels within a\n\npay grade are eliminated;\n\n6. Acquire by purchase, lease, gift, or devise, waters, real\n\nproperty, and personal property incident to the exercise of its\n\nfunctions and to maintain, operate, and dispose of the same;\n\n7. Acquire real property by condemnation only when the Attorney\n\nGeneral or other counsel deems it an appropriate means of clearing\n\ntitle from willing or unavailable sellers;\n\n8. Supervise the establishment, extension, improvement, and\n\noperation of the wildlife refuges, propagation areas or stations,\n\npublic hunting areas, public fishing areas, game management areas,\n\nand fish hatcheries;\n\n9. Prescribe the manner of cooperation with the Oklahoma\n\nTourism and Recreation Department, colleges and universities within\n\nthe state, other state agencies, any agency of the federal\n\ngovernment, and any city, town, school district, or any other agency\n\nor organization in study of conservation and propagation of wildlife\n\nand in the establishment, maintenance, and operation of visual\n\neducational facilities, recreational facilities, and hunting and\n\nfishing facilities, in the study and propagation of wildlife;\n\n10. Supervise the letting of all contracts and purchases for\n\nthe Department, with all purchases of personal property to be made\n\nthrough the Office of Management and Enterprise Services;\n\n11. Authorize all claims or expenditures prior to incurring\n\npayment except as otherwise provided in this Code;\n\n12. Prescribe rules on the use of Department-owned vehicles by\n\nthe Director, department heads and other essential employees as the\ncontracts and purchases for\n\nthe Department, with all purchases of personal property to be made\n\nthrough the Office of Management and Enterprise Services;\n\n11. Authorize all claims or expenditures prior to incurring\n\npayment except as otherwise provided in this Code;\n\n12. Prescribe rules on the use of Department-owned vehicles by\n\nthe Director, department heads and other essential employees as the\n\nCommission deems necessary in order to perform their duties;\n\n13. Prescribe rules for the sale of all regular or special\n\nlicenses;\n\n14. Publicize and encourage the conservation and appreciation\n\nof wildlife and all other natural resources;\n\n15. Regulate the seasons and harvest of wildlife;\n\n16. Promulgate rules to sell fishing and hunting licenses via\n\nthe Internet;\n\n17. Annually report to the Governor and the Legislature on the\n\ncomplete operation, activities, and plans of the Department,\n\ntogether with such recommendations for future activities as the\n\nCommission may deem to be in the best interest of the state; and\n\n18. Provide the Governor and the Legislature with an annual\n\ninventory of all property and equipment.\n\nE. Five (5) years after the effective date of this act, and\n\nevery five (5) years thereafter, the Commission shall prepare a\n\nreport for the Legislature with proposed licensing fees based on the\n\nlatest Consumer Price Index year-to-date percent change release as\n\nof the date of the annual average county wage data release from the\n\nBureau of Economic Analysis of the U.S. Department of Commerce for\n\nLegislature approval or rejection.","path":["OK Code","Title 29"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os29.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"81014796ee179b0b71396fc4f81e72762b4a41a97e02fdcaab25996021e46c22","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-29-29-3-102","next":"us-ok/okla.-stat.-tit.-29-29-3-103a"},"notice":"GroundRules: Original legal text.
