Stat. tit. 29, § 29-3-103a","heading":"Special permits for designated species","body":"The Oklahoma Wildlife Conservation Commission may, by order,\n\nauthorize the Department of Wildlife Conservation to issue, in\n\naddition to regular permits issued under this title, up to five\n\nspecial permits each year for designated species. The special\n\npermits, which may be co-branded in association with the Governor,\n\nshall be sold at public auction or by sealed bid, raffle, or\n\nlottery. In the case of mountain lions and wildlife for which no\n\nopen season currently exists, the permits shall be conducted by\n\nraffle.
