No person may employ any helper or assistant in any\n\ncommercial fishing operation without having first procured from the\n\nDirector a license for each such person.\n\nB. Such license shall be in the form of a John Doe license and\n\nwill be valid for the helper or assistant only so long as the helper\n\nor assistant works in the presence of the commercial fisherman.\n\nC. The fee for a license under this section shall be Fifty\n\nDollars ($50.00).\n\nD.
