No person thirty (30) years of age or younger may purchase\n\nor receive any hunting license or hunting tag unless the person\n\npossesses and can exhibit a certificate of competency and safety in\n\nthe use and handling of firearms from the Department of Wildlife\n\nConservation. The Department shall charge no fee for the issuance\n\nof certificates. Persons under ten (10) years of age may take the\n\nhunter education course but are not eligible to be tested for and\n\nreceive hunter safety certification. A hunter safety certificate\n\nissued by another state or country and approved by the Department of\n\nWildlife Conservation shall be deemed to meet the requirements of\n\nthis section.\n\nB. A youth hunter under sixteen (16) years of age hunting small\n\ngame shall be exempt from the hunter safety certification\n\nrequirements set forth in subsection A of this section if they are\n\naccompanied by a licensed hunter eighteen (18) years of age or older\n\nwho possesses a certificate of hunter safety or is exempt from the\n\nhunter safety certification requirements. The accompanying hunter\n\nshall be in sight of the youth hunter and shall be able to\n\ncommunicate with the youth hunter in a normal voice without the aid\n\nof any communication device. A youth hunter who possesses a\n\ncertificate of hunter safety may hunt small game without an\n\naccompanying hunter as long as the youth hunter carries the\n\ncertification on their person.\n\nC. Persons under thirty (30) years of age who do not possess a\n\ncertificate of hunter safety may purchase or receive any hunting\n\nlicense or permit which is required by law with the designation\n\napprentice listed on the hunter education line of the license or\n\npermit. A person holding a license or permit with the apprentice\n\ndesignation shall be allowed to hunt only if they are accompanied by\n\na licensed hunter eighteen (18) years of age or older who possesses\n\na certificate of hunter safety or is exempt from the hunter safety\n\ncertification requirements or is accompanied by a person exempt from\n\nthe hunting license requirements. In addition, all persons under\n\nten (10) years of age, when hunting big game, regardless of hunter\n\nsafety certification, shall be accompanied by a licensed hunter\n\neighteen (18) years of age or older who possesses a certificate of\n\nhunter safety or is exempt from the hunter safety certification\n\nrequirements or is accompanied by a person exempt from the hunting\n\nlicense requirement. When hunting big game, the accompanying hunter\n\nshall be within arm's length of the apprentice hunter or close\n\nenough so that the accompanying hunter can immediately take control\n\nof the firearm or archery equipment of the apprentice hunter. When\n\nhunting small game, the accompanying hunter shall be in sight of the\n\napprentice hunter and shall be able to communicate with the\n\napprentice hunter in a normal voice without the aid of any\n\ncommunication device.\n\nD. Legal residents who do not possess a certificate of hunter\n\nsafety may purchase a lifetime hunting license or lifetime\n\ncombination hunting/fishing license with the designation apprentice\n\nlisted on the hunter education line of the license. A resident\n\nholding a lifetime license with the apprentice designation shall be\n\nallowed to hunt only if they comply with the accompanying hunter\n\nrequirements as set forth in subsection C of this section. Upon\n\nobtaining a certificate of hunter safety, a resident holding a\n\nlifetime license with the apprentice designation shall be entitled\n\nto renew their license without the apprentice designation.\n\nE. The Department of Wildlife Conservation shall promulgate\n\nrules necessary for the certification of programs for hunter safety\n\noffered by other public or private organizations.\n\nF. The provisions of this section shall not apply to any person\n\nwho has an honorable discharge from the United States Armed Forces,\ngnation shall be entitled\n\nto renew their license without the apprentice designation.\n\nE. The Department of Wildlife Conservation shall promulgate\n\nrules necessary for the certification of programs for hunter safety\n\noffered by other public or private organizations.\n\nF. The provisions of this section shall not apply to any person\n\nwho has an honorable discharge from the United States Armed Forces,\n\nwho is currently on active duty in the United States Armed Forces or\n\na member of the National Guard. In addition, the provisions of this\n\nsection shall not apply to any person who is a resident landowner or\n\na resident tenant, while hunting game other than deer or antelope,\n\nupon land owned or leased by the person. The provisions of this\n\nsubsection shall not exempt nonresidents owning land in this state\n\nnor any person leasing land, for the purpose of hunting.\n\nG.
