Except as otherwise provided for in the Oklahoma Wildlife\n\nConservation Code or the Oklahoma Farmed Cervidae Act, no person may\n\nhunt, pursue, trap, harass, catch, kill, take or attempt to take in\n\nany manner, use, have in possession, sell, or transport all or any\n\nportion of any wildlife except fish, without having first procured a\n\nlicense from the Department of Wildlife Conservation. The Wildlife\n\nConservation Commission shall designate a consecutive Saturday and\n\nSunday in September of each year as free hunting days in which\n\nresidents of this state may hunt without first procuring a hunting\n\nlicense pursuant to the provisions of this section.\n\nB. The following legal residents of Oklahoma shall be exempt\n\nfrom the annual hunting license requirement of paragraph 1 of\n\nsubsection F of this section and the following nonresidents shall be\n\nexempt from the annual nonresident hunting licenses required\n\npursuant to paragraph 1 of subsection C of this section:\n\n1. Legal residents under sixteen (16) years of age;\n\n2. Legal residents sixty-five (65) years of age or older\n\nprovided they have obtained a senior citizen lifetime hunting or\n\ncombination hunting and fishing license pursuant to the provisions\n\nof Section 4-114 of this title;\n\n3. Legal residents born on or before January 1, 1923;\n\n4. Legal resident veterans having a disability of sixty percent\n\n(60%) or more;\n\n5. Legal resident owners or tenants who hunt on land owned or\n\nleased by them;\n\n6. Any nonresident under fourteen (14) years of age;\n\n7. Legal residents having a proven disability which renders\n\nthem nonambulatory and confines them to a wheelchair, as certified\n\nby a physician licensed in this state or in any state which borders\n\nthis state;\n\n8. Any legal resident or nonresident under eighteen (18) years\n\nof age who is in the physical custody of a child care facility as\n\ndefined by Section 402 of Title 10 of the Oklahoma Statutes; and\n\n9. Any legal resident or nonresident hunting, pursuing,\n\ntrapping, harassing, catching, killing, taking, or attempting to\n\ntake in any manner any species of rattlesnake during an organized\n\nrattlesnake-hunting event or festival and who has a rattlesnake\n\npermit issued pursuant to Section 4-143 of this title.\n\nC. Except as otherwise provided for in the Oklahoma Wildlife\n\nConservation Code, the nonresident hunting licenses issued pursuant\n\nto this section and the fee for each license shall be:\n\n1. Annual hunting license for nonresidents hunting game other\n\nthan deer, antelope, elk or bear which expires on December 31 of the\n\nyear purchased – One Hundred Forty-one Dollars ($141.00).\n\nNonresidents hunting big game, combination big game and upland game\n\nor exotic wildlife in a commercial hunting area shall be required to\n\nhave this license;\n\n2. Annual hunting license for nonresidents hunting game other\n\nthan deer, antelope, elk or bear which expires on June 30 of the\n\nfiscal year purchased – One Hundred Seventy-five Dollars ($175.00).\n\nNonresidents hunting big game, combination big game and upland game\n\nor exotic wildlife in a commercial hunting area shall be required to\n\nhave this license;\n\n3. Gun hunting license for deer:\n\na. during deer gun seasons occurring prior to January 16,\n\n2021, for youth nonresidents seventeen (17) years of\n\nage or younger which shall be valid for hunting one\n\nantlerless deer allowed during the current calendar\n\nyear deer gun season – Thirty Dollars ($30.00),\n\nb. during deer gun seasons occurring prior to January 16,\n\n2021, for youth nonresidents seventeen (17) years of\n\nage or younger which shall be valid for hunting one\n\nantlered or antlerless deer allowed during the current\n\ncalendar year deer gun season – Ninety-nine Dollars\n\n($99.00),\n\nc. during deer gun seasons occurring prior to January 16,\n\n2021, for nonresidents which shall be valid for\n\nhunting all deer allowed during the current calendar\n\nyear deer gun season - Two Hundred Ninety-nine Dollars\nyears of\n\nage or younger which shall be valid for hunting one\n\nantlered or antlerless deer allowed during the current\n\ncalendar year deer gun season – Ninety-nine Dollars\n\n($99.00),\n\nc. during deer gun seasons occurring prior to January 16,\n\n2021, for nonresidents which shall be valid for\n\nhunting all deer allowed during the current calendar\n\nyear deer gun season - Two Hundred Ninety-nine Dollars\n\n($299.00), and\n\nd. during any deer gun season occurring on or after\n\nJanuary 16, 2021, for nonresidents which shall be\n\nvalid for hunting all deer allowed during the current\n\ncalendar year deer gun season - Two Hundred Seventy-\n\nnine Dollars ($279.00);\n\n4. Archery hunting license for deer for nonresidents which\n\nshall expire on January 15 of the calendar year after the year\n\npurchased or, if purchased during the deer archery season, it shall\n\nexpire at the end of that deer archery season:\n\na. during deer archery seasons occurring prior to January\n\n16, 2021, for youth nonresidents seventeen (17) years\n\nof age or younger which shall be valid for hunting one\n\nantlerless deer allowed during the current deer\n\narchery season – Thirty Dollars ($30.00),\n\nb. during deer archery seasons occurring prior to January\n\n16, 2021, for youth nonresidents seventeen (17) years\n\nof age or younger which shall be valid for hunting one\n\nantlered or antlerless deer allowed during the current\n\ndeer archery season – Ninety-nine Dollars ($99.00),\n\nc. during deer archery seasons occurring prior to January\n\n16, 2021, for nonresidents which shall be valid for\n\nhunting all deer allowed during the current deer\n\narchery season - Two Hundred Ninety-nine Dollars\n\n($299.00), and\n\nd. during any deer archery season occurring on or after\n\nJanuary 16, 2021, for nonresidents which shall be\n\nvalid for hunting all deer allowed during the current\n\ndeer archery season - Two Hundred Seventy-nine Dollars\n\n($279.00);\n\n5. Primitive firearms hunting license for deer for:\n\na. during deer primitive firearms seasons occurring prior\n\nto January 16, 2021, for youth nonresidents seventeen\n\n(17) years of age or younger which shall be valid for\n\nhunting one antlerless deer allowed during the current\n\ncalendar year deer primitive firearms season – Thirty\n\nDollars ($30.00),\n\nb. during deer primitive firearms seasons occurring prior\n\nto January 16, 2021, for youth nonresidents seventeen\n\n(17) years of age or younger which shall be valid for\n\nhunting one antlered or antlerless deer allowed during\n\nthe current calendar year deer primitive firearms\n\nseason – Ninety-nine Dollars ($99.00),\n\nc. during deer primitive firearms seasons occurring prior\n\nto January 16, 2021, for nonresidents which shall be\n\nvalid for hunting all deer allowed during the current\n\ncalendar year deer primitive firearms season - Two\n\nHundred Ninety-nine Dollars ($299.00), and\n\nd. during any deer primitive firearms season occurring on\n\nor after January 16, 2021, for nonresidents which\n\nshall be valid for hunting all deer allowed during the\n\ncurrent calendar year deer primitive firearms season -\n\nTwo Hundred Seventy-nine Dollars ($279.00);\n\n6. Hunting license for antelope for nonresidents – Three\n\nHundred Five Dollars ($305.00);\n\n7. Hunting license for elk for nonresidents – Three Hundred\n\nFive Dollars ($305.00);\n\n8. Five-day hunting license for nonresidents hunting game other\n\nthan deer, antelope, elk, quail, turkey or bear – Seventy-four\n\nDollars ($74.00). Nonresidents hunting big game, combination big\n\ngame and upland game or exotic wildlife in a commercial hunting area\n\nshall be required to have this license; and\n\n9. Ten-day hunting license for nonresidents hunting small game\n\nin a commercial hunting area – Five Dollars ($5.00).\n\nD. The Department of Wildlife Conservation shall provide a\n\nreport to both the President Pro Tempore of the Senate and the\n\nSpeaker of the House of Representatives by February 1 of 2019 and\nr exotic wildlife in a commercial hunting area\n\nshall be required to have this license; and\n\n9. Ten-day hunting license for nonresidents hunting small game\n\nin a commercial hunting area – Five Dollars ($5.00).\n\nD. The Department of Wildlife Conservation shall provide a\n\nreport to both the President Pro Tempore of the Senate and the\n\nSpeaker of the House of Representatives by February 1 of 2019 and\n\n2020 setting forth information regarding licenses issued pursuant to\n\nparagraphs 3, 4 and 5 of subsection C of this section, which shall\n\ninclude, but not be limited to:\n\n1. The number of licenses issued during the most recent\n\nrespective deer hunting seasons; and\n\n2. A fiscal analysis comparing revenue generated from the fees\n\nof the licenses issued during the most recent respective deer\n\nhunting seasons compared to previous years and whether the deer\n\nhunting license structure is beneficial to the Department.\n\nE. Of the fees collected pursuant to the provisions of\n\nsubsection C of this section:\n\n1. Five Dollars ($5.00) of the license fee of each license\n\nissued pursuant to paragraphs 1 through 7 of subsection C of this\n\nsection and Two Dollars and fifty cents ($2.50) of the license fee\n\nfor each license issued pursuant to paragraph 8 of subsection C of\n\nthis section shall be deposited in the Wildlife Land Acquisition\n\nFund created pursuant to the provisions of Section 4-132 of this\n\ntitle; and\n\n2. Five Dollars ($5.00) of the license fee for each license\n\nissued pursuant to paragraphs 1 through 8 of subsection C of this\n\nsection shall be for the Oklahoma Wildlife Land Stamp and shall be\n\ndeposited in the Oklahoma Wildlife Land Fund created pursuant to the\n\nprovisions of Section 4-141 of this title.\n\nF. Except as otherwise provided, the resident hunting licenses\n\nissued pursuant to this section and the fee for each license shall\n\nbe:\n\n1. Annual hunting license for residents eighteen (18) years of\n\nage and older which expires on December 31 of the year purchased -\n\nTwenty-four Dollars ($24.00);\n\n2. Annual hunting license for residents eighteen (18) years of\n\nage and older which expires on June 30 of the fiscal year purchased\n\n– Thirty-one Dollars ($31.00);\n\n3. Annual hunting license for residents sixteen (16) or\n\nseventeen (17) years of age which expires on December 31 of the year\n\npurchased - Four Dollars ($4.00);\n\n4. Annual hunting license for residents sixteen (16) or\n\nseventeen (17) years of age which expires on June 30 of the fiscal\n\nyear purchased – Six Dollars ($6.00);\n\n5. Ten-day hunting license for residents for small game in a\n\ncommercial hunting area - Five Dollars ($5.00);\n\n6. Five-year disability hunting license for residents of this\n\nstate for at least six (6) months who are receiving Social Security\n\nDisability benefits, Supplemental Security Income benefits or\n\ndisability benefits under the Railroad Retirement Act, 45 U.S.C.A.,\n\nSection 231a, or residents who are one-hundred-percent disabled and\n\nare receiving disability payments from the Multiple Injury Trust\n\nFund pursuant to Section 31 of Title 85A of the Oklahoma Statutes -\n\nTen Dollars ($10.00);\n\n7. Gun hunting license for deer for residents eighteen (18)\n\nyears of age or older - Nineteen Dollars ($19.00). The following\n\npersons shall be exempt:\n\na. residents with proper certification from the United\n\nStates Department of Veterans Affairs or its\n\nsuccessor, certifying that the person is a disabled\n\nveteran in receipt of compensation at the one-hundred-\n\npercent rate, and\n\nb. residents hunting in big game or combination big game\n\nand upland game commercial hunting areas;\n\n8. Gun hunting license for deer for residents under eighteen\nexempt:\n\na. residents with proper certification from the United\n\nStates Department of Veterans Affairs or its\n\nsuccessor, certifying that the person is a disabled\n\nveteran in receipt of compensation at the one-hundred-\n\npercent rate, and\n\nb. residents hunting in big game or combination big game\n\nand upland game commercial hunting areas;\n\n8. Gun hunting license for deer for residents under eighteen\n\n(18) years of age – Nine Dollars ($9.00);\n\n9. Archery hunting license for deer for residents eighteen (18)\n\nyears of age or older - Nineteen Dollars ($19.00). The following\n\npersons shall be exempt:\n\na. residents with proper certification from the United\n\nStates Department of Veterans Affairs or its\n\nsuccessor, certifying that the person is a disabled\n\nveteran in receipt of compensation at the one-hundred-\n\npercent rate, and\n\nb. residents hunting in big game or combination big game\n\nand upland game commercial hunting areas;\n\n10. Archery hunting license for deer for residents under\n\neighteen (18) years of age - Nine Dollars ($9.00);\n\n11. Primitive firearms hunting license for deer for residents\n\neighteen (18) years of age or older - Nineteen Dollars ($19.00).\n\nThe following persons shall be exempt:\n\na. residents with proper certification from the United\n\nStates Department of Veterans Affairs or its\n\nsuccessor, certifying that the person is a disabled\n\nveteran in receipt of compensation at the one-hundred-\n\npercent rate, and\n\nb. residents hunting in big game or combination big game\n\nand upland game commercial hunting areas;\n\n12. Primitive firearms hunting license for deer for residents\n\nunder eighteen (18) years of age - Nine Dollars ($9.00);\n\n13. Hunting license for elk for residents - Fifty Dollars\n\n($50.00). Residents hunting in big game or combination big game and\n\nupland game commercial hunting areas shall be exempt from this\n\nlicense;\n\n14. Hunting license for antelope for residents – Fifty Dollars\n\n($50.00). Residents hunting in big game or combination big game and\n\nupland game commercial hunting areas shall be exempt from this\n\nlicense; and\n\n15. Bonus, special or additional gun hunting license for deer\n\nfor residents - Nineteen Dollars ($19.00). The following persons\n\nshall be exempt:\n\na. residents with proper certification from the United\n\nStates Department of Veterans Affairs or its\n\nsuccessor, certifying that the person is a disabled\n\nveteran in receipt of compensation at the one-hundred-\n\npercent rate, and\n\nb. residents hunting in big game or combination big game\n\nand upland game commercial hunting areas.\n\nG. Residents hunting big game, combination big game and upland\n\ngame or exotic wildlife in a commercial hunting area shall be\n\nrequired to have one of the following licenses:\n\n1. An annual hunting license issued pursuant to paragraph 1, 2,\n\n3 or 4 of subsection F of this section;\n\n2. An annual hunting and fishing combination license issued\n\npursuant to Section 4-113 of this title;\n\n3. A five-year hunting license or five-year combination hunting\n\nand fishing license issued pursuant to Section 4-113.1 of this\n\ntitle; or\n\n4. A lifetime hunting license or lifetime combination hunting\n\nand fishing license issued pursuant to Section 4-114 of this title.\n\nH. Of the fees collected pursuant to the provisions of\n\nparagraphs 1 and 2 of subsection F of this section, Five Dollars\n\n($5.00) of the license fee shall be for the Oklahoma Wildlife Land\n\nStamp and shall be deposited in the Oklahoma Wildlife Land Fund\n\ncreated pursuant to the provisions of Section 4-141 of this title.\n\nI. The provisions of this section shall not be construed to\n\nrequire a hunting license, resident or nonresident, of any person\n\nmerely because the person participates, as owner or handler of an\n\nentry, as an official, or as a spectator in the conduct of a field\n\ntrial or performance test of dogs, whether a resident or nonresident\n\nof the State of Oklahoma. No license to hunt shall be required of\nI. The provisions of this section shall not be construed to\n\nrequire a hunting license, resident or nonresident, of any person\n\nmerely because the person participates, as owner or handler of an\n\nentry, as an official, or as a spectator in the conduct of a field\n\ntrial or performance test of dogs, whether a resident or nonresident\n\nof the State of Oklahoma. No license to hunt shall be required of\n\nany person engaged in training or working dogs, provided that person\n\nis in no way engaged in hunting and does not take or attempt to take\n\nin any manner any game.\n\nJ. 1. Any person arrested for hunting game other than deer,\n\nantelope, elk, bear or turkey without a valid hunting license as\n\nrequired by the provisions of subsection A of this section may\n\npurchase a substitute temporary thirty-day license from the\n\narresting game warden in lieu of posting bond. Proof of hunter\n\nsafety certification will not be required for the temporary\n\nsubstitute license. The fee for a substitute license purchased\n\npursuant to the provisions of this subsection shall be:\n\na. for legal residents, Fifty Dollars ($50.00), and\n\nb. for nonresidents, One Hundred Forty-five Dollars\n\n($145.00).\n\n2. Except as otherwise provided for by this subsection, the\n\nfees from licenses purchased pursuant to the provisions of this\n\nsubsection shall be deposited in the Wildlife Conservation Fund to\n\nbe used exclusively for developing, managing, preserving, and\n\nprotecting wildlife and wildlife habitat.\n\nK. Any person producing proof in court that a current hunting\n\nlicense issued by the Department of Wildlife Conservation to that\n\nperson was in force at the time of the alleged offense shall be\n\nentitled to dismissal of a charge of violating this section upon\n\npayment of court costs. If proof of a current hunting license\n\nissued by the Department to the person that was in force at the time\n\nof the alleged offense is presented to the court or district\n\nattorney within seventy-two (72) hours after the violation, the\n\ncharge shall be dismissed without payment of court costs.\n\nL. Unless a substitute license is purchased as provided for by\n\nsubsection J of this section, any resident convicted of violating\n\nthe provisions of this section shall be punished by the imposition\n\nof a fine of not less than Twenty-five Dollars ($25.00) nor more\n\nthan Two Hundred Dollars ($200.00), or by imprisonment in the county\n\njail for a period not to exceed thirty (30) days, or by both.\n\nM.
