No person may seine, trap, transport or sell minnows within\n\nthe state for commercial purposes without having first procured a\n\nlicense from the Director.\n\nB. Each applicant for such license shall be a resident of\n\nOklahoma for a period of one (1) year immediately preceding his\n\napplication, and it must appear to the Director that the applicant\n\ndoes not intend to use the license for the purpose of violating any\n\nof the laws of the State of Oklahoma, and that the equipment to be\n\nused by the applicant complies with the provisions of Section 6-401\n\nof the Oklahoma Wildlife Conservation Code.\n\nC. Persons excepted from the license requirements of this\n\nsection are:\n\n1. Any person who seines, traps or transports minnows for his\n\nown use as bait, if the seine used does not exceed twenty (20) feet\n\nin length, and the mesh is no larger than one-fourth (1/4) inch\n\nsquare, or if only one trap is used;\n\n2. Any person under sixteen (16) years of age who seines, traps\n\nand sells minnows for commercial purposes within the county of his\n\nresidence in quantities which do not require a special vehicle for\n\ntransportation, as described in paragraph 4, subsection A of Section\n\n6-401 of the Oklahoma Wildlife Conservation Code;\n\n3. Any retailer selling lawfully acquired minnows.\n\nD. The fees for a license under this section and the fee for\n\nrenewal of such license shall be determined by the Wildlife\n\nConservation Commission.\n\nE.
