The State of Texas makes provisions for the sale of licenses\n\nin Texas that are parallel to the license authorized by this act;\n\n2. The State of Texas provides for payment to this state of not\n\nless than seventy percent (70%) of all revenue collected by Texas\n\nfor licenses parallel to the one authorized by this section; and\n\n3.
