The Department of Wildlife Conservation is hereby authorized\n\nto issue an Oklahoma Wildlife Habitat Stamp to any person upon the\n\nvoluntary payment of a fee of Ten Dollars ($10.00). Said fee shall\n\nbe deposited in the Wildlife Land Acquisition Fund created in\n\nsubsection C of this section.\n\nB. The Oklahoma Wildlife Conservation Commission shall\n\npromulgate rules specifying the form, design, and manner of issuance\n\nof said wildlife habitat stamp.\n\nC. There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Wildlife Conservation Commission to be\n\ndesignated the \"Wildlife Land Acquisition Fund\". The fund shall be\n\na continuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies received pursuant to the provisions of this\n\nsection by the Oklahoma Wildlife Conservation Commission. The\n\nOklahoma Wildlife Conservation Commission is hereby authorized to\n\ninvest all or part of the monies of said fund in any investment\n\npermitted by a written investment policy adopted by the Wildlife\n\nConservation Commission; provided, all investments shall be made in\n\naccordance with the Oklahoma Uniform Prudent Investor Act. Any\n\ninterest or dividends accruing from such investments shall be\n\ndeposited in the Wildlife Land Acquisition Fund. All monies\n\naccruing to the credit of said fund are hereby appropriated and may\n\nbe budgeted and expended by the Oklahoma Wildlife Conservation\n\nCommission for the purposes specified in subsection D of this\n\nsection. Any monies withdrawn from said fund by the Oklahoma\n\nWildlife Conservation Commission for investment pursuant to this\n\nsubsection shall be deemed to be for the purposes specified in\n\nsubsection D of this section. Expenditures from said fund shall be\n\nmade upon warrants issued by the State Treasurer against claims\n\nfiled as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nD. The Wildlife Land Acquisition Fund shall be used by the\n\nOklahoma Wildlife Conservation Commission for the acquisition on a\n\nwilling-seller willing-buyer basis only, leasing, taking of\n\neasements, development, management, and enhancement of lands\n\nacquired pursuant to this section for the following purposes:\n\n1. Management of game animals, protected animals and birds,\n\nfurbearing animals, game birds, fish, and their restoration,\n\npropagation, and protection; and\n\n2. Creation and management of public hunting, fishing, and\n\ntrapping areas as places where the public may hunt, fish, or trap as\n\nauthorized by law.\n\nE. The Oklahoma Wildlife Conservation Commission may accept\n\nprivate contributions, grants, and donations made for the purposes\n\nof this section. Any monies received pursuant to this subsection\n\nshall be deposited in the Wildlife Land Acquisition Fund created in\n\nsubsection C of this section. Any property received pursuant to\n\nthis subsection which is not suitable for the purposes of this\n\nsection may be sold by the Oklahoma Wildlife Conservation Commission\n\nand the proceeds from such sales shall be deposited in the Wildlife\n\nLand Acquisition Fund created in subsection C of this section.\n\nF. Whenever the Oklahoma Wildlife Conservation Commission\n\nacquires title to land pursuant to this section, the Commission\n\nshall annually make in lieu of tax payments equal to the average ad\n\nvalorem tax per acre paid on similar land in that county.
