No person may seine, trap, transport and/or sell any minnows\n\nwithin this state without having a valid minnow dealer's license\n\nunless exempted under Section 4-116 of this title and without\n\nobserving the following requirements:\n\n1. No seines used for seining minnows may have a mesh larger\n\nthan one-fourth (1/4) inch square, and no such seine shall be longer\n\nthan seventy (70) feet in length;\n\n2. No licensee may employ more than four helpers or assistants\n\nin seining and trapping operations, and each helper or assistant\n\nmust possess a valid Oklahoma Fishing License;\n\n3. No dealer or employees of the dealer may seine and trap in\n\nany river, stream or lake of Oklahoma without having first obtained\n\nwritten permission for such from the owners or tenants of the lands\n\nthrough which such waters flow or lie, and any written permit\n\nobtained by the dealer must be upon his person while being upon such\n\nlands;\n\n4. All vehicles used to transport minnows by a licensee in\n\naccordance with Sections 4-115 and 4-116 of this title must be\n\nequipped in such manner as to aerate the water in the containers by\n\npressure methods and such vehicles or containers shall be marked\n\nconspicuously by decals bearing the inscription \"Commercial Minnow\n\nDealer\", such decals to be furnished by the Department, to be placed\n\non the center of each door or on the sides of the containers, and to\n\nbe defaced in no manner; and\n\n5. All licensees shall send to the Department a true annual\n\nsummary of all fish and other bait species captured.\n\nB.
