Except as otherwise provided by law, no person may enter\n\nupon any state or federal wildlife refuge or Wildlife Management\n\nArea with a dog, a gun, or a bow.\n\nB. Exceptions to the above provisions are when the Oklahoma\n\nWildlife Conservation Commission and/or the Oklahoma Tourism and\n\nRecreation Commission may by resolution permit:\n\n1. The holding of field trials by duly authorized sportsmen’s\n\nclubs; or\n\n2. Such hunting, killing, or trapping of wildlife from such\n\nrefuge or Wildlife Management Area; provided, however, that Lake\n\nMurray State Park shall not be utilized for the killing or trapping\n\nof natural wildlife and shall remain a wildlife preserve.\n\nC. 1. Upon authorization for the hunting, killing, or trapping\n\nof wildlife from any such refuge or Wildlife Management Area by the\n\nOklahoma Wildlife Conservation Commission pursuant to subsection B\n\nof this section, the Oklahoma Wildlife Conservation Commission shall\n\nrequire nonresidents to schedule with the Department of Wildlife\n\nConservation in order to receive written authorization to use such\n\nrefuge or Wildlife Management Area.\n\n2. The Oklahoma Wildlife Conservation Commission shall create a\n\nlottery system as needed for the distribution of permits authorizing\n\nnonresidents to hunt, kill, or trap wildlife from such refuge or\n\nWildlife Management Area and shall charge a permit fee not to exceed\n\nOne Hundred Dollars ($100.00).\n\n3. The Oklahoma Wildlife Conservation Commission shall\n\npromulgate any rules necessary to implement the provisions of this\n\nsection.\n\nD. Any person convicted of violating the provisions of this\n\nsection shall be punished by a fine not less than One Hundred\n\nDollars ($100.00) nor more than One Thousand Dollars ($1,000.00), or\n\nby imprisonment in the county jail for not less than ten (10) days\n\nnor more than thirty (30) days, or by both such fine and\n\nimprisonment for the first violation.
