Except as otherwise provided, no person may import, sell or\n\npossess for sale aigrettes, egret plumes and the feathers, quills,\n\nheads, wings, tails, skins or parts of skins of wild birds, either\n\nraw or manufactured, or any endangered or rare species.\n\nB. Exemptions to the above subsection A are:\n\n1. Importations, sales or possession for sale for scientific or\n\neducational purposes.\n\n2. The feathers or plumes of domestic fowl of any kind.\n\nC.
